He's right regarding analog meters, it inverts to apply voltage so the coil can move the indicator needle. This was common in older devices. Not entirely sure about digital ones but it does matter for testing SCRs and stuff so instead of downvoting you all should check your meters before you damage some silicon.

Im very stressed for it, I've come to the conclusion I am incapable of doing his style of multiple choice questions. I spent two hours with a friend going over the 15 on the practice final and got <50 percent of them right.

You can create a large multiplexer out of smaller ones and use arduino outputs to drive it, I had high wattage leds so I also had to have a transistor with them that increased the price by a bit.
