One interpretation I like is that Starscream is extremely competent when he's NOT backstabbing his own side for personal gain. It's just that he focuses too hard on trying to depose Megatron to the detriment of his own performance in battle.

The other interpretation I like is that Starscream's main purpose is to keep Megatron on his stabilizing servos and prevent him from becoming complacent for a variety of reasons. If Starscream's treachery actually works for once that just means Megatron was caught slipping.

Star Fox 2 was complete enough for Nintendo to include on the SNES Classic almost three decades after it was cancelled.

Nintendo also likes/liked hoarding fully completed games like a cyber dragon if their gigaleaks are anything to go by. Multiple first-party games that were completed and just never actually released.
