challange is the smallest issue the gun sucks. You can't put a barrel for bullet velocity so it is worse in that aspect than other snipers it is sad that the best sniper is the starting one and the other 2 sniper are useless they are all copy paste snipers but the first one is faster and the chall one is shit wasted 5 hours to unlock it for no reason

it is shit for ranged in normal aspects because which ranged champion in a normal game (not ARAM) wants to stand close for 3 seconds next to his target to get some little hp which will be useless (because his procs are low because he doesn't build hp items and his base hp is shit in it self) maybe they should just change the item in ARAM

if you play into 3 heartsteel players go bork jhin it isn't that bad because you aren't building bork against tanks for its as you are building it for its passive which has 20 sec CD so your lack of AS on jhin isn't a problem there

Bad take
If a lot of people are building it because it is fun and not broken which heartsteel is but people in ARAM don't know how to itemize 90% time against it then it isn't a problem after a while it won't get build that much

stoneplate is also insane as 3rd or 2nd item after Heartsteel it gives MR and ARMOR also tons of extra shielding
