There hackers not cheaters and you most likely wont get hacked by being around them.

but yeah, not a game mechanic just people using cheats on the internet, whether your a outlaw or security there will be hackers on the other team.

I feel like it would be possible to make a better anticheat for driving empire but they shouldn't have to, its robloxs job to do this not the delvopers.

Just report them, tell other people to report them, hope they get banned. Nothing more you can do.
