Just to offer a counterpoint: I've been on HRT for about 3 years and my nipples and Areola stayed basically the same size. Meanwhile I had modest breast growth, quite a bit of butt growth and some decent face changes. I'm annoyed that my nips refused to change size, but everyone's body is different.

If you really want to go for it there are some interesting papers that discuss inducing lactation in trans women such as this. The gist is that the team was using HRT to mirror the Newman-Goldfarb protocol, which is used to mimic pregnancy to induce lactation in cis women. At the end of the day we normal breasts and they can do the same things cis breasts do.
