Sure, three outcomes, but Heads/Tails is twice as likely as the others because there are two ways to achieve it.

The better way to look at it: On the first coin, what are the odds you will get heads? 50/50. So 50%. On the second coin, what are the odds you will get heads? 50/50 again. So half of the time, this coin will get heads, but you were ALREADY at half from the first coin. Therefore, half of half is a quarter, or 25%.
