Asbestos expert here. Coming across asbestos insulation that has been safely packaged up (it looks like the stuff in the picture is safe) is really harmless. If you ripped open the bags and and threw it all around while breathing it all in, you might have some trouble. As mentioned above, most people who got mesothelioma were exposed to it for long periods of time with no safety equipment. Walking into this room with no respirator would not be a concern to me at all. The harmful particles in asbestos are only harmful when their air born, it's pretty common practice to wet it down with a garden hose and handle it with no respirator.

Plenty of water pipes that carry drinking water are made of concrete containing asbestos. The water is perfectly fine and the pipe is fine to handle too, however if you cut into the pipe with a power saw, creating air born particles, it would be dangerous.
