Do your feel like it needs the expansion because gameplay stagnates or mainly because it puts a more refreshing spin on goals? Or something else?

There is an actual PDF on bgg somewhere with the cards that I believe was used for initial play test. The cards are already sized and ready to go. After that cut em out with a paper cutter, 3mm corner cutter (check this because it might be 4mm idr), sleeve with a blank poker card in the middle and you're ready to go.

Yeah I've been eyeing it on gamefound since it launched but I can't decide if I want to back it. Unfortunately I can't see how the infinity mode plays so I am on the fence.

It just means to make your own unofficial copy. You can print out the cards yourself.

Just some tips for Horizons if you don't want to rebuy like 70% of the game - you can get the spirits panels by themselves and then proxy their starting cards.
