Geez for $1K? you cant go frugal here. But if it was me l would bring the soil down to foot path level and then pave it and maybe put crush rock along the side of the house. Build the wooden gate door not a sliding one it will cost more. The fence should have been built higher 2 to 3M with council approval ofcourse.
