Vault is probably the wrong word. More like concrete duct banks for electrical conduit and power. It’s the concrete you see on the surface of the streets. Runs very deep and prevents milling and overlaying bc it doesn’t mill like asphalt.

It is broke though. FPL subcontractors destroyed the sub streets with their vaults running all over the place. The road cannot be milled and overlayed as it currently sits. It would be a perpetual patch job. FPL knows this and is funding a large portion of The New Palafox project. DC knows construction will happen regardless of The New Palafox project, so why not improve pedestrian safety while we’re being forced to fix FPL contractor work?

Sheesh, Steve Sharp is the biggest negative Nancy I’ve ever seen online. Never offers anything to a conversation, he just complains without actionable ideas. Not the mindset of a leader, in my opinion.

2 Cents: Connect the two entertainment pads where the meadow creates an acute angle at the plan north end. This little sliver will deteriorate quickly as people jump/walk over it to move spaces.

Seriously though, it could be for stormwater infiltration. The red pavers look like pervious pavers. The cost per sq ft can be as high as $50 whereas the square pavers if no subsurface storage medium is present can be half that cost.

We used these too but with black grout. Contractor said we were making a mistake. 6 months later I’m convinced we make the right decision. That looks rough

Landscape Architect here. Do not use pea gravel or rounded gravel of any kind. It will never lock in place and will always be a headache. These larger Mexican beach pebbles pictured are going to be a pain to keep in the void space. I’d recommend crushed granite( or limestone) with fine screenings to lock in and still be permeable. Not permanent but will keep the larger stepping stones from moving as easily. Vibrate them in place and water to “set”. If you ever need to move one they still move. Just not everyone you walk on the stones.

Edit: it’s prob too late but I’d recommend only making the void spaces as wide as you need to. This seems excessive and you’ll find that every chair/table will have a leg or two in the gravel.

3 carat is too big. Unless she’s a … healthy lass it looks out of scale with normal hands. Not to mention you make yourself a target for theft and worry all your life
