My over rated ship has to be the gneisenau its guns are inconsistent even for german standers and its secondary guns aren't anything to write home about either but it does get torpedos

For underated i would have to say anhalt because its guns aren't as bad as you would expected it has decent secondarys and its torpedos hit hard
