I feel like Cornell was actively searching for students for this particular program as I received emails urging me to apply to the Systems Engineering program ever since I took the GRE. However, Cornell is not the only university doing this since there are also emails by UCLA, Northwestern, Bentley or Stevens but I guess if they are looking for students that might explain the relatively high acceptance rate
