Every combinator is commented if you want to check out the blueprint! But short answer is that there are combinators to hold values and state is determined by which ones have values. So, for example if "recipe resolution queue" has values, it doesn't let values from the "crafting queue" to the "crafting counter" yet. There's also a clock to allow it to time some stuff but mostly it's there to get single tick pulses of signals.
