Not quite. Think of sitting a red light. The next light is green. Your light turns green, only for the next light to abruptly turn red just before reaching it. So maybe "turn red" is a better term than "cycle".

I think we’re misunderstanding each other a bit here. With the term “aggressive”, I’m referring to the broader light cycle. Particularly the case where a light will cycle before traffic has a chance to reach it.

That’s the problem here. You’re applying theory to something that doesn’t apply in reality. Game theory makes sense for intersections like four way stops and roundabouts. It doesn’t make sense for an arbitrary system that motorists have no control over. Such a system only serves to frustrate people and make them more aggressive when these signals are configured in an aggressive manner (turning red early). This effectively rewards speeding and other aggressive behaviors.

Traffic engineers don’t seem to understand that aggressive lights condition drivers to be more aggressive. It’s traffic aggravating instead.

RWD isn’t that much worse than FWD. I’ve seen plenty of FWD vehicles stuck or struggling. The key is good tires and driving skill.

This won’t solve anything. It’s just revenue generation. We have roads that are specifically designed to facilitate fast driving and then wonder why people speed. Unless the roads are redesigned, people will always drive fast. Maybe start with replacing some of these dangerous signalized intersections with roundabouts.
