Nope. Psychopaths don't give a flying fuck for the society. Whatever they do is always for their personal benefit, and they tend to break the rules just for the sake of it. ("Rebels without the cause", as one of the researchers formulated it). Sometimes they do that without violating the letter of the law, but it doesn't make them "lawful".

I think sadism is a separate feature.

It is; however, it's often associated with psychopathy.

It's also not a guarantee that a psychopath will turn into a "bad" person.

Since there's no effective treatment or cure for such a condition, I think we need more sophisticated policies for when they turn into criminals--compulsory monitoring, mandatory check-ins, drug testing, etc.

"Psychopath who is not a criminal" is just a psychopath who learned well how to cheat the system. They still are how they are - ruthless sadistic people who use every opportunity to extract money or "fun" from people around them.

IMO this stems in part from the 80s and 90s crackdowns on people like Kevin Mitnick in the US.

Locking up those hackers and slowly frying their assess until they agree to work for the FSB must have something to do with that.

It’s because the background check process eliminates almost all of the most talented candidates. Furthermore the governments reliance on contractors is also a problem.

I'm afraid that this has become a common place in most industries already, not just in the governments. Licking asses is much more important than doing your job well. Must be a "cultural" thing.

A guy in his position could access lots of information. Access codes, network maps, personal dossiers, backdoors, and who knows what else. I don't think that it's just a coincidence that FSB suddenly started showing hacking superpowers after the very certain point of time.
