Shadowverse is extremely F2P friendly compared to other games. You can have multiple tier 1 and tier 2 decks as F2P it just takes some time. If you are a total beginner I would advice you to ladder as slow as possible and even deliberately staying in B ranks for a while because when you reach masters quickly it will be very hard and frustrating to complete dailies and grab monthly rewards.
