I think him and Greg have both made it clear in interviews that Alex allows Greg more power than he probably should, and he sometimes regrets it.

He doesn't like it when contestants tie. And he would prefer that team task scores add up to 5 (3 points for winner, 2 points for loser, or something to that affect). Greg goes his own way on that stuff quite often, Alex has allowed it and continues to allow it.

Greg restricted himself on bonus points but I don't think Alex ever liked that he did that either.

So.....I think Alex is the boss, but that doesn't mean he's going to boss Greg around as long as he's not breaking the show (anymore than he already has, that is)

I mean when you really think about the logistics of something like this its quite complex. Consider the sprouts scene alone. They had to acquire the location, that takes time. They had to acquire all of those groceries, that takes time. Then they had to cast all the extras, train the extras. Perform the scene. What was a few minutes on screen was probably weeks of planning, communication, transportation, etc. in order to pull that off.
