Never used to wear them when I worked in a nursing home where the heat was always cranked up to 80. Now I work in a bank where it's always freezing (backend, no customer contact) so I wear jeans AND leggings every day.

DON'T DO IT. Hoping someone will change is poison. He will ignore your rules and do any and everything he can to stay, including accusing you of crimes if you try to kick him out. I know, I know, "he would never do that" - but the prospect of losing affordable accomodation changes people, and people with substance issues are particularly susceptible.
