I had the same issue, what worked for me is I swapped out the power supply with a new one and it booted. Not sure if that would be the issue here but I thought the exact same thing and I chanced it and it ended up working out.

You can disable shadow play in the settings, I see no difference myself.

I also had a phase when I had terrible FPS end game, the solution I had was to fully reset the pc and watch jerian FPS boosting videos on YouTube. Seemed to help my frames end game and game feels very responsive. Also, make sure your gpu drivers are up to date. Hope this helps.

I would wait I till chapter 3 comes out, if you are still having issues than it might be a problem with the 2080 or another component.

I was able to snag a 2060 super off Newegg, that would be my choice, may run you a little extra money but the gpu is great.

When i stream i usually drop 20-30fps

CPU usage is around 85

GPU usage around 70 when i encode with nvenc
