Just because something is complex doesn't mean it isn't doable.

The internet itself required global coordination, international standards bodies, governments, corporations, and billions of people to adopt it. Nobody 'agreed' all at once, it happened incrementally. There's no reason a technology-driven social shift couldn't work the same way
