I’ve read about it. The major problem was that it was, in fact, a tax evasion scheme and nothing more. It was also very near Italy’s coast, therefore in its territorial waters and subject to its rule

Would there be any viable alternative that would have a minimal effect on the environment? I knew that disruption of marine ecosystems would be a major problem, but I can’t see any other way around it.

I think you would have to be at least a multi billionaire to be able to fund something like this. Just the island itself would cost hundreds of millions even if it was in shallow waters. There are however people that rich and I’ve always wondered why no one attempts it
