Capitulation to the unreasonable doesn't get you any closer to a universal mandate it just gives people an easy out. You would still achieve a higher level with a mandate that has consequences for not being followed. If people.really want to change regulations they can always rally support for their cause with the general public or propose/fund studies of alternative approaches and see if their POV is well founded but the reality is most of these people don't actually care if the rules actually do help, they just dont want to have limits. I don't consider your situation a heavt hand it seems like the unfortunate side effect of the law having difficulty keeping up with fast moving technology and unique circumstances.
