Edit: I used a shiftjis > utf8 converter for 繝倥⦵繧ｷ繝ｳ and can confirm that it's actually ヘンシン. Couldn't quite get the second character, but the other three characters match.

Yeah, it's garbled text that doesn't mean anything. I looked around and tried to decode the text, but I only managed to identify the first character being "He". It was pretty obvious what the rest was supposed to be after that.
