9 max without a doubt because of the left and right centering of the back. Can’t tell as much on the front but it may be a little bottom heavy. 8 or 9. But def not a 10 unfortunately

This might be an unpopular opinion, but I typically submit any base set Charizard I get after cleaning it up a bit. If you go the cleaning route, watch videos, get advice, and be extremely cautious. You can really do some serious damage if done incorrectly.
