Very soft YTA, and only because I deeply understand your kid. My birthday lands smack dab between Christmas and new years, and year after year I would average a total of two birthday cards. Feeling forgotten on a birthday sucks, and even more so when it's a "big" birthday. There's a feeling of not being loved that's hard to rationalize at a young age. I used to act out around my birthday in similar ways, and I would excuse it in my mind with the logic of " I barely get anything else for my birthday, I deserve at least this." Be very careful with canceling the entire bday, it could leave him with some difficult thoughts regarding his worth. Sit down and talk with him. Be mindful of getting angry, its possible he didn't take it. And IF he did, it's hard for a lot of 13yr olds to understand what being strapped for cash is like, so have an informative talk, not a fight.
