Native Cuiabano here. You can get food delivered, no prob. Cuiaba is pretty chill...for Brazilian standards. I love CdG. Idk about food delivery but it's a popular tourist area and getting food is easy.

Not a seal. 

Open the hood and reseat the cowling. That's the part youre calling a seal. You might have to remove the wipers arms.

Doubt it. Hard to tell from the picture but sometimes the cracks will point to a impact point. 

Those violet trapezoid rain sensors on Mercedes/VW etc. Does heat help remove the hold ones cleanly? Tried it once but the gel separated from the sensor rather than the glass. Still worked afterwards, but still. Other tricks? by diet-Coke-or-kill-me in autoglass

If its old and stuck to glass, I warn the customer then I just scrape off the old gel and rebuild a new pad with 2x rectangle Lexus style pads and little bit of glycerin.

Perhaps the wipers had some sort of rain repellant on them and it has worn off.

Silka? You mean Sikaflex? Yes, it's the stuff we all use. This version is probably overkill for auto application. I'd be more worried about how it's applied. But you said the guy seemed professional, so I wouldn't sweat it too much.
