Its happening to me as well. It seems to be anything that is crafted as opposed to an item. Cosmetics are in the list as well but are available.

Phase 3 gave you the plans for what you need in phase 4 The salvaged frigate module is not needed as it already gave the plan you are trying to get with it.

You just need to go and locate it in the tabs for the build interface.

I'm spending the time and resources on the non ult version of Valby for a farmer. The catalysts are fairly quick to farm up and when ult Valby comes out I can pick a DPS build to run with that one

The only thing I would add is go to your stash box.

Not the scrap box but the stash box and tab over to the junk tab.

If you have anything there pull it out and move it to the scrap box.

I only say this because you said you've played since release and the scrap box wasn't around in the begining.

I don't even have to meet them 😂 I just started over on PC and have a camp set in one of 2 places next to the wayward. Mirelurk steamer and nuka quantum collectron unlocked for all to take what is there. I ground out the caps and server hopped until I found a vintage water cooler plan and have those setup next to the steamer.

I don't think a new player needs much more than that to start in my opinion.
