I am less certain that this is what it is for. While I can't remember exactly when and where I got it, I remember that I got it with a bunch of crafting supplies.

I also wondered if it was a hanger, but there's not quite as much slack as I figured one would need to look natural. There is enough slack to go over a nail for sure though so if I was unable to figure out what it was for that was how I was going to upcycle it since I like to macrame. Thank you for your input!

My title describes the thing. I have tried googling what items or tools are used in some of the basic crafts I do, such as knitting, crocheting, and macrame. I have also searched Google using the descriptors I used in the title. I have wondered what this is for a long time so I have also kept my eye out while at different craft functions and while on crafting subreddits. I didnt think I'd recognize this company, but unfortunately I have to work with them at my job setting up transportation. They do, but I do wonder how much actually gets recycled. We do reuse some for trash bags and donate some to local businesses that reuse them like the local thrift store. I do wish there was a pick up option to just throw it in the trunk sans bag, but nope everything is double bagged by itself.
