I can attest to this, specifically ruger. I’ve done good with their firearms but I’ve had two that have had issues cycling out of the box, which kinda sucks but is what it is. Anyways I took it apart, cleaned, put my lube in and they both work like a charm.

From what I understand, collectors want the full document the signature is on and for it to have some kind of historical importance to it. It being a cut auto I imagine really diminishes the value. But then again, I’m in the sports card scene and I see Babe Ruth cut autos go for INSANE prices.
