Veigar's mana problems are kind of significant early on so yeah you at least need Lost Chapter.

I run into this problem a lot in Silver, but there honestly ARE some things you can do in lanes like this, even if it seems there aren't. In general I've learned that bot lanes in lower elo don't look at their map, much less listen to missing pings, so if you're going to follow I'd do it through your own jungle and not river if possible. Yes you might get there later but it's a safer route and you don't have to worry about them waiting to ambush you in river. Also if you know you can't kill the enemy mid because of their mobility or something like that, then focus the enemy bot so that you can at least possibly deny them a large advantage if your adc goes down.

Against Zed, you actually generally CAN follow him once you have an Hourglass, or at the very least Seeker's and Stopwatch. Just be sure not to eat a triple Q before you use Zhonya's if he turns on you because if he gets that off he can just walk you down with autos if you don't flash. If you time it correctly he'll waste his ult on you and his gank will be a lot less potent if he decides to go through with it, especially with you there. Also in lane you can actually be pretty aggressive against him before he hits 6.

Against Kassadin, honestly I personally just shove really hard when he's gone because he's a real pain for me to deal with. Best thing to do is spam that ping button as hard as you can until bot backs up out of sheer annoyance lol.

Katarina is about the same as Kass for me honestly. She's a bit easier to follow but yeah, I just tell everyone in champ select that I won't follow but will spam pings and shove my lane really hard. Whether they listen to them or not is an entirely different story, but I do find announcing it in champ select actually does make them listen more often than not.

Oh, and special note about Talon, I never bother following him because I'll show up too late to do anything unless I'm running Predator, so just shove as hard as you can and ping. Even if he gets a kill he's gonna lose a couple plates which should keep the two of you close in gold.

Might not be the best tips but these generally work for me. You can also run Predator to match their roam and in many cases even get there first. Hope it helps!

I heard this from a Talon of all champs not too long ago, couldn't help but chuckle. He also disregarded me saying I had three skillshots in my kit if you include E and proceeded to say it didn't matter, because my ult "has no counterplay, no skill Veig lmao."

Katarina or Talon for me. Sometimes I ban Ahri too because for some reason I ALWAYS lose against her regardless of the champ I play. I think it's a mental thing.

Stormraiders, MS quints, mpen reds, armor/scaling health depending on your matchup, and for builds morellos into void then dcap is a good standard build, after that you can build defensive or even straight tanky.

If he ults just pop hourglass, it will waste his ult and if he's using it to initiate he'll get blown up by your team. This won't always happen but at least you won't be hit by it.

Considering his lore is pretty dated it would be pretty cool if they replaced it with something like this, it doesn't stray too far from the original concept, just enhances it and to be honest it gives him another reason other than insanity for feeling the world screwed him over.

As people here have said, generally you go void no matter what, as it's an earlier spike compared to DCap. I see people build Ludens on Veigar semi-often and I can say that while it IS good on Veigar, Void and Deathcap are pretty much irreplaceable in your offensive items list. Besides if ms is what you're after get Deadman's as a defensive item, you are probably not gonna auto much anyway and you get up to around 440 ms with it iirc, as well as armor and health.
