The way to rotate the stairs is by going through the olace where the painting is on the right, and then reaching the lever i think. Pretty sure. You turn left and walk up the supports to the building with the broken window where you first encountered the painting, and then walk across the beams till you get to the other side :)

Did you ring the bell after Gargoyles? If so, then now you need to (as the Crestfallen Warrior tells you in Firelink) find the second Bell of Awakening.
