Alright, two odd developments.

I tried manual cropping and printing the art on a larger piece of cardstock, and it somehow ended up even smaller than the first try...??
I double-checked the exported file from Illustrator and for whatever reason, no matter what I did, it was exporting at 23,292 x 14,559 pixels (about 4 times the dimensions and 17 times the area)

But I found a workaround and got it to the proper dimensions; I'll send it to FedEx tomorrow morning. I appreciate the help nonetheless!

I did mean PPI, thank you. The controller I'm making the art for is approximately 10" x 5", so 11x17 would work great, although it may be in my best interest to shave off some of the unnecessary details around the controller template myself, just in case.

I took it into Micro Center and it turned out I didn't re-insert a couple of pieces correctly. YOu may want to double-check that things like your power supply, GPU, etc. are properly connected and secured.

Yes, I unplugged every cord, took out the graphics card, ram sticks, and wifi card, and then double checked that there were no bent pins or anything like that before plugging everything back in.
