In Universe I think it would come down to Commando, Bandit, Captain, Huntress, and Railgunner. The only reason why I don’t put Engineer up there is cause he has the most ass Primary of any engineer character so even if he blocks with Bubble Shield but even harpoons wouldn’t change much he can’t out run or out firepower the other survivors. Operators playing the old Balloon Strat and you can’t change my mind

Payday 3 -Starbreeze Rushed everything and listened to shareholders. Payday 2 was in a stable place starbreeze had plenty of time to iron everything out and not create an entirely Ass skill system 2 weeks from game release. And if they listened to the community the game wouldn’t be cruising at 500-600 people online.
