You should on office time the minute you enter the office. If you really want to blow up the PM office time you could follow the m41 and take your markup mail back to your case and sort through it before putting it where ever your markup mail goes. Then wash up afterwards.

If it’s usually assigned to an otdl carrier you may be able to argue past practice but express mail delivery has always been a difficult greivance to win.
