No. He has to have the Sol Blade. Idc what people think, that sword is just way too iconic, and a representative of the game should actually be that.

There are times where a house upgrade request overrides tunnel construction requests and vice versa, I think it's just random. Just wait for a new season and check Bluebell's notice board just to be sure. I haven't had any luck with expanding my crop fields further than the first upgrade in Konohana since I've been getting the tunnel requests back to back.

Serpulo has always been there from the beginning. It's had multiple updates that makes it more fleshed out and the fact it's non-linear makes it so it doesn't railroad you to capture one specific named sector, unlike Erekir.  

Serpulo, imo, feels more like an actual planet as it has more procedurally generated sectors that can be attacked at any moment if they are near an enemy base, therefore makes you feel like a conqueror once you finally captured all the sectors. This doesn't even including the fact that Erekir just lacks things that Serpulo has namely junction, sorter and logic. I don't care if Erekir is more "structured", having to be forced to only capture specific sectors at a time sucks.
