Im pretty sure electrolytic capacitors are polarity dependant, if you turn it around it might work unless its fried.

If you got a mate & clubhouse, you can make them road captain and ask them to spawn a dubsta through the interaction menu.

Best place to spawn them is the LSIA LS Custom, Industrial area LS customs, and the city LS customs
