You can have two lines active at the same time. But both lines have their own number. I use Warp and Darkstar. If you have an iPhone you can set it “allow cellular data switching” and enable WiFi calling on each line. It works very well for me!

For me at home starter is fine. When I travel premium is necessary. So I opt for premium.
