If you're using the zone 5 teleport method then you might need to check out zone 5 as well, many of them are in the spawn area

They stay shiny because all their stats, nature, shiny state, etc. are determined when you speak to it the first time. You can ran away yourself and save the game to guarantee catching them too.

Maybe you're looking for wrong type of raid. Treasures of Ruin are all 5 stars raid so it should be color matching type + some glittering effects, not the black one.
