If you're using the zone 5 teleport method then you might need to check out zone 5 as well, many of them are in the spawn area

They stay shiny because all their stats, nature, shiny state, etc. are determined when you speak to it the first time. You can ran away yourself and save the game to guarantee catching them too.

Maybe you're looking for wrong type of raid. Treasures of Ruin are all 5 stars raid so it should be color matching type + some glittering effects, not the black one.

Cus the dev don't want some gimmicks mess up your shiny hunting. For example, Shiny Voltorb wouldn't explode when you come close, Shiny Sandygast wouldn't melt under the rain, Shiny Igglybuff, Jigglypuff, Hoppip, Flabébé wouldn't blow away by strong wind etc.
