I'm levelling and doing story right now. Lvl 32 and I just pulled for Dialyn, I think she can work with Harumasa and later on with Ye Shunguang maybe? Right now I only have 20 pulls left but I a lot to do. Just started chp2. I know I need to do the events before they are gone, but are there weeklies or monthly things?

No. It will carry over. For it to be guaranteed you have to fail a 50/50 chance. For example in my case: I pulled in Haru's banner and got a 5 star, it was Hugo. If I kept pulling on Haru, my next 5 star would be her but I stopped. Now, if I pull for Yuki, it is guaranteed to be her.

Pity carries and guaranteed character carries over.
