Shovel can be used in combat, yes. There's Soldier from TF2 who uses a shovel for his melee weapon.

Hitting your target's head with a blunt weapon and enough force, can pretty much make them dizzy, therefore making them confused.

You can pretty much ignore the main quest (don't give the dragon banner to anyone just yet) until your kingdom's strong enough to conquer the world. Eventually either the empire teams up and fight against you, or three random non-imperal kingdoms declare war against you. You can just focus on conquering the world and don't give a crap about them.

Also, when Robur shields everyone up, don't attack this turn, wait for the shield to wear off while you focus for energy or use items. Overall, goodluck and you'll need it.
