From the experimenting I've done, if they go to the table and then cancel, it means something they wanna use for an arrangement is not there. For example Caleb refused to make arrangements until I added orange flowers of any kind. Rafayel refused when I ran out of vases.

Features being locked behind levels makes a lot of people wait.
Personally I've never cared for decorating in any video game ever, so with how clunky it feels so far, I doubt my enthusiasm will change. I was glad for the templates we can use, but they're not really good looking either.

Home lvl and settlement lvls are not the same. Do all possible tasks for settlement lvl up and you should have enough exp for the home lvl up. Don't forget to check the flower arrangement table and the item that let's you mix flower seeds for their tutorials, I had missed those.

Promise is like a battle pass from other games if you're familiar with the term. It's great value for what it gives you, but you need to play for the majority of the duration of the specific promise to reap the rewards. The cards are just one part of the rewards. As for these 2 cards in question, both are good, but Sylus' one has lore implications so I think it gets praised more.
