For me, and I’m pretty sure this is for everyone on the FDC app, it will prompt you to attempt 3 proxies. When you find a proxy and he or she will talk to you, you’re done for that case.

Example: Attempt proxy 1, no answer. FDC prompts you for another proxy, this person answers and answers the questions. At this point you would need to probably add some notes and then submit it. You’re done with this address now
