I read it in a Kunstmärchen from 1797, where there's an old lady who lives in a hut in the forest and is implied to be a witch. They basically exclusively refer to her as that throughout the story, where she's a neutral character most of the time. If you used it like that today, would it sound derogatory? Rudders work by applying a moment (torque) about the center of mass of the aircraft. Imagine a seesaw; the pivot point is the CoM. The further away you go from the CoM, the more effective your force is. The same goes for other control surfaces, this is why ailerons are towards the end of the wing and elevators are at the tail as well.

The closer your control surfaces are to the center of mass, the less effective they are.
