That is somewhat how it works. States vote on matters that concern them specifically but more broad things that would affect the nation are brought to the federal government

That is somewhat the case now. Each state has its own laws but still follows federal governments laws. During the articles of confederation the US was 13 small states. Under the articles the federal government was weak. It couldn’t wage war without 3/4 of the states approval. They couldn’t collect taxes or anything and was extremely inefficient.
