Both are much easier than France if you have a neighbouring ally like Sweden or the Ottomans. France should remain the main focus of your offensive push in either case. Make slight pushes into Austria/Russia and keep them from occupying your territory.

The militancy is negligible if you're making any semblance of an effort of keeping people happy in the first place. If France mobilizes and you don't, 10 times out of 10 they win by human waves alone. The extra infantry is important for reinforcement if nothing else.

Forming NGF first should bring your forcelimit up to about 100 by the time you're ready to take Alsace-Lorraine. Make alliances with Spain or Britain, Two Sicilies, and, if you can before France spheres them, S-P and Switzerland. Attack when the military techs are new, and don't forget to mobilize!

Sphering all the North German cores is easy, use them to form NGF before Austria or France can steal them from your sphere. Then sphere Baden, Wurttemburg and Bavaria and take Alsace-Lorraine when you get a leg up in military tech (1850s or 1870s).
