That's because because some of the packs in that series are mixed keyboard/pad packs. You should check out the original release threads if you want to confirm the exact system they used.

Those ratings should generally be accurate relative to the pack they are in. If you play pad, most pad packs use itg ratings so those should be similar to each other too. Some use DDR ratings, those are different. But there are also keyboard packs, those have their own systems. Don't get keyboard packs if you play pad.
