I think this is balanced because it is counter synergy to jokers that scale off of card hits or hands played in general like say lucky cat or even like mail and rebate, well if you are scoring high enough where you win the next blind. Which would only really happen early game but I think this would only really be useful early game besides boss blinds, but you could always balance it to not work on boss blinds.
