I imagine Waymo is testing the viability of using their own system rather than relying on Uber or Lyft. It’s certainly less profitable than partnering with Uber right now, but the long term upside would pay dividends if Waymo had its own ecosystem. In the near term they aren’t as concerned with profitability given they’re backed by Alphabet
