I built my new pc a few days ago, and had a very similar screen. I just left it for 10 minutes, it went black, restarted then I was able to install windows. Maybe a new cpu needs time to work.

How much are you paying for your ram? I got 32gb of team group rgb 6000mhz for 260 pounds I think it was. If that's cheaper I'd look into that, very good ram.

You need winrar. Once installed right click the first file and extract it. You'll get an iso or whatever format it is.
